The Democratic Republic of the Congo is a least developed country facing a multitude of very grave problems, of which a long civil war in the north eastern part of the country is probably the most serious one. Its GNI per capita has gone from US $ 120 in 2005 to US $ 160 in 2010.
Only limited attention seems to be paid to the business climate and the WB Doing Business rating has dropped from 155th in 2006 to 175th in 2011. Of the innumerable constraints on the private sector the tax rate is perhaps the most telling: it went up from 134.7 % of profits in 2005 to 339.7 % in 2010.
Congolese employers’ interests are being represented by the Fédération des Entreprises du Congo (FEC). DECP has undertaken a fact-finding mission to the Congo in 2009 and has contacted the FEC. In view of the absence of an effective government response no further activities are presently foreseen.
