Bangladesh is a least-developed country with a GNI p.c. of 770 US $ in 2012. It has seen its business climate deteriorate from a WB Doing Business ranking of 65th in 2005 to 129th in 2012. While starting a business and registering property have been made easier, an entrepreneur trying to enforce a contract has to face the fact that this would take 29 procedures and 365 days in 2005, but no less than 41 procedures and 1442 days in 2012.

DECP's counterpart is the Bangladesh Employers Federation (BEF), member of the International Organisation of Employers. Cooperation between DECP and BEF in 2013 will focus in particular on CSR and lobbying.
