Cambodia is a low income East-Asian country which is clearly struggling to overcome a range of economic problems. While its GNI p.c. increased from 320 $ in 2006 to 950 $ in 2015, its WB Doing Business ranking slightly decreased from 133rd place in 2006 to 135th in 2015. Starting a business took 10 procedures and 86 days on average in 2006, but it would take 11 procedures and 101 days in 2015. Similarly, enforcing contracts would take 31 procedures and 401 days on average in 2006 as against 44 procedures and 483 days in 2015.

Cambodia's employers interests are being represented by the Cambodian Federation of Employers and Business Associations (CAMFEBA), a member of the International Organisation of Employers (IOE). As such DECP recently contacted CAMFEBA and both organisations are currently working out an agenda for cooperation. Increasing CAMFEBA's membership has been identified as a first priority.
