Kosovo’s economy appears to be doing quite well, judging from the increase of its GNI per capita from 1800 US $ in 2009 to 3300 US $ in 2011. The ease of doing business as measured by the WB Doing Business reports has slipped from 113th place in 2010 to 117th in 2012. Starting a business was slightly more difficult in 2011 than in 2009: a Kosovar entrepreneur wanting to set up a new business needed 52 days and 9 procedures in 2009, as against 58 days and 10 procedures in 2011.

Since 2008 DECP has been involved in attempts to set up a Kosovar employers’ organisation, the Konfederata e Punedhenesve te Kosoves (KPK). So far, the KPK has been struggling to develop into a full-fledged employers' organisation, i.a. because of the high level of government intervention as well as the substantial role of donor agencies in the relatively small Kosovar economy.
