Evaluation of DECP programme very positive
The 2017-2022 programme period has recently been intensively evaluated. The Ministry of Foreign Affairs had engaged a reputable agency for this. The results are satisfactory. Many goals have been achieved. The emphasis on the two pillars Social Dialogue and Membership Management has proved to be the right strategic choice.
Skills development - a shared responsibility of government and companies
Quality education, and in particular vocational education and training (VET), is an important precondition for economic growth. This certainly applies to developing countries, where good education and access to it cannot be taken for granted. Employers are often hindered by a 'skills gap'; employees are not or are insufficiently equipped for the work that they will do. One of DECP's areas of expertise is skills development. An exploration of its (22) partner countries shows that private companies themselves can do a lot to close the skills gap – a lot, but not everything.

Entrepreneurial Ecosystems in Emerging Countries
For the Dutch Employers' Cooperation Programme (DECP) and PUM it is of great importance to explore entrepreneurial ecosystems (EE), as their focus is on strengthening employer organisations in emerging countries to improve the business climate. EEs already exist in some well-established areas and sometimes grow by coincidence, but this can be influenced on purpose. Some of these well-established EEs are Brainport Industries in the Netherlands, Metropole Lille in France and Silicon Valley in California.
A team master students from the Maastricht University performed a research project. What development phases do entrepreneurial ecosystems go through? Which competencies are involved? What can DECP-PUM do to influence the growth of such systems?

Annual report 2021 much appreciated
A few weeks ago, the DECP board approved DECP's annual report 2021. This enabled DECP staff to send copies to many stakeholders. Usually a digital version of course. The many reactions that this elicited satisfied the management and experts of DECP. There was especially great appreciation for the wide variety of activities that DECP has been able to carry out and support together with its partners.
Strengthening the social dialogue. Customization per country and per sector
Every country is different. This is also true for any form of social dialogue. This is why DECP does not present a blueprint for the way in which social partners in countries and sectors should organise the social dialogue, but offers inspiration to explore the possibilities for a dialogue and to get started with it. The focus is not so much on the content, but on the organisation and strengthening of the dialogue process and the negotiating skills of the participants in that process. In the early years, DECP mainly focused on the social dialogue at national level, but in recent years the need for support focused on the dialogue at sectoral level has also increased. There are several reasons for this. The first is that the social dialogue at national level often requires deepening and concretisation at the sectoral level. Secondly, it is precisely the sectors that face major challenges, for example when it comes to increasing the sustainability of value chains and tackling risks such as child labour. Finally, a strong dialogue at sectoral level increases the legitimacy of the sector and the relevance of the sector organisation. For this reason, DECP now also focuses on advice and training aimed at sectoral consultation between trade unions and employers

DECP, PUM and NHO DEVELOP STRATEGY GUIDE ON DIGITALISATION FOR EMPLOYERS’ ORGANISATIONS
DECP, PUM and NHO joined forces to develop a strategy guide on digitalisation for East African employers’ organisations. During a special online meeting, the guide was presented by the author and Digitalisation & IT expert Harm Spoor to the CEO’s of the Ugandan and Tanzanian employers’ organisations. The publication was well received by the CEO’s: “this work is timely, useful and strategic”.
Development of ecosystems. Better do it together
DECP strengthens employers' organisations in developing countries with the aim of contributing to improving the business climate. Social and economic aspects go hand in hand. The emphasis is increasingly shifting from the national level to sectors and value chains. By working together in clusters - when they have reached full maturity are also called ecosystems - all participants can benefit. But clusters do not come about by themselves. There must be a certain urgency. And mutual trust. DECP applies, among other things, the method of social dialogue to bring parties together.
The Netherlands has many partnerships that have already proven their value for the parties involved. To be able to share experiences, I visited Brainport Industries and Mikrocentrum. Both clear examples of organisations in which the participants work together and benefit from it.
Manual on Membership strategies and policies
Membership is a permanent concern for Employers and Business Member Organizations (EBMOs): Members are the alpha and the omega of their existence, mission and future sustainability. Yet, less than 10% of EBMOs globally have a formalized membership strategy.
The new Manual on Membership strategies and policies released today fills a gap. It provides much needed tailored advice, taking account latest research and marketing theories. It illustrates and discusses current EBMO practices to propose practical ways to boost member recruitment, retention and engagement. It takes a holistic, systematic and multidisciplinary approach and provides “in one place” the rationale, arguments, tools and canvas for Board members and Executives to develop strong and future-proofed membership strategies.
Combining their expertise and extensive practical experience on membership development in this Manual, the authors - Jeanne Schmitt, Paolo Salvai and Arnout de Koster - from the ITCILO and DECP hope to spark the interest of all those working in the field of membership and to make a concrete contribution towards strengthening representative organisations worldwide.
L’apprentissage mixte. Comment tirer le meilleur des deux
Avec l'apparition de la pandémie du virus COVID-19, la vie quotidienne a changé dans le monde entier. La distance sociale a émergé pour arrêter la propagation du virus, obligeant les institutions à vivre une transition du physique au numérique façonnée par des défis technologiques et organisationnels. En quelques mois, le monde des réunions, des échanges d'idées, de l'enseignement et de l'apprentissage a subi une transformation numérique qui a permis aux entreprises, aux organisations et aux gouvernements de "rencontrer" virtuellement des personnes à l'autre bout du monde. La réduction du temps et des coûts de déplacement promet des gains considérables en termes de productivité, d'efficacité et de durabilité, offrant de nouvelles opportunités qui peuvent être reconnues, ancrées et maintenues même après la pandémie.
Ces opportunités n'ont pas été manquées par le DECP, qui a reconnu la valeur de l'intégration d'éléments en ligne et hors ligne dans ses activités. Fort de ce constat, le DECP a entrepris d'en savoir plus sur les possibilités de l'apprentissage mixte, avec l’aide d’une équipe de six étudiants en master de l'université de Maastricht. Après sept semaines de travail acharné, les étudiants ont découvert que les possibilités offertes par l'apprentissage mixte sont infinies, ce qui ajoute inévitablement de la difficulté à ce qui semblait être une question simple. En effet, après avoir effectué une recherche documentaire approfondie sur l'apprentissage mixte, ils se sont retrouvés avec plus de questions qu'au départ. Pour enrichir leur point de vue, les étudiants ont demandé l'aide de 27 experts du réseau de la DECP et de leur propre réseau.
Online and offline learning. How to get te best out of both
With the outbreak of the COVID-19 pandemic, everyday life has changed all over the world. Social distance emerged to stop the spread of the virus, forcing institutions to experience a shift from physical to digital, a transition shaped by technological and organisational challenges. Within a few months, the world of meeting, discussing, exchanging ideas, teaching and learning has undergone a digital transformation that has enabled companies, organisations, and governments to virtually 'meet' people on the other side of the globe. Reducing travelling time and costs promises considerable gains in productivity, efficiency, and sustainability, offering new opportunities that may be acknowledged, ingrained, and sustained even after the pandemic.
These opportunities were not missed by DECP, who recognized the value of incorporating both online and offline elements into their activities. With this insight in mind, DECP set out to discover more about the possibilities of blended learning, with the help of a team of six Master’s students from Maastricht University. After seven weeks of hard work, they discovered that the possibilities blended learning offers are endless, which inevitably adds a layer of complexity to what seemed like a simple question. Indeed, after conducting an extensive literature search on blended learning, the students were left with more questions than when they started. To enrich their perspective, the team enlisted the help of 27 experts from DECP’s and their own network.
Annual report DECP 2020 released
The DECP annual report 2020 provides an overview of a remarkable year. Who could have imagined how COVID changed the world? And with it the way of cooperation between DECP and its partners. Fortunately, DECP was able to adapt its concepts so that partners could focus on minimizing the impact of COVID on people and business. A remarkable year. How the Peruvians got to grips with the collective labour agreements
Ganar-ganar, on and on
In November 2020, twenty young Peruvians became certified “trainers in negotiation skills according to the AWVN/Harvard method”. These young people will train delegations of companies and trade unions in negotiating the collective labour agreement with a focus on win-win situations – ganar-ganar in Spanish. In doing so, they give substance to the social dialogue that the Peruvian employers and workers have set up with the help of Mondiaal FNV and DECP.
IN MEMORIAM. HANS DE BOER
Vandaag, 18 januari, heeft ons het droeve bericht van het overlijden van Hans de Boer (66) bereikt . Hans was tot 21 september jl. voorzitter van het bestuur van DECP. Hij was een groot voorvechter van internationaal ondernemen en maakte zich sterk voor de rol die werkgeversorganisaties daarbij spelen. We herinneren ons Hans als een gecommitteerd en kundig voorzitter. Maar vooral als een aimabel mens en luisterend oor die op het juiste moment wist te relativeren. Hans, dank je wel!

An interesting internship
Competence development is one of the issues employers' organisations are dealing with. Although it is an ocean of challenges, institutions and people involved, competence development needs a lot of attention. After all, a country that teaches its children well creates a strong basis to build the future upon.

FROM CLASSROOM TO DIGITAL E-LEARNING PORTAL
It is well known that the world has been turned upside down by the outbreak of the corona pandemic. The pandemic affects everyone and every sector, regardless of education level, income level and continent. Many long-standing concepts need to be revised, including the education of adults. The ITCILO, the training centre of the International Labour Organisation, and DECP have provided intensive online training to equip employer organisations. The interest was overwhelming. In this article, we look back on the course with a number of participants. We also list the most important reasons why it is interesting to follow this course. There is no question that we still have a lot to learn.

E-learning with impact
Employers’ organisations are now discovering the use of digital means with the aim of achieving the same effect of training, or even more.
But that does not happen automatically. Using ZOOM, TEAMS or Skype requires different skills and methods than we are used to. What can you do during COVID-times and later? Eight lessons from the pandemic
Since the beginning of the pandemic, the DECP-team has followed the developments in the 23 developing countries where DECP operates as well as the developments in other countries worldwide, focussing on the involvement of employers’ organisations. The observations and analysis, supplemented with public information, have been recorded in a report. And what’s more: eight lessons have been drawn for employers’ organisations in developing countries – opportunities for improvement, to emerge stronger from this crisis and be better prepared for future ones.

What will the future of employers' organisations look like?
COVID-19 is affecting the whole world. People are suffering and mourning. Economies are down. Nevertheless, there will be a new future when the coronavirus is defeated. Employers' organisations are the voice of business. They support companies to survive this crisis. They lobby towards governments and trade unions to cooperate with the aim of kickstarting economy as soon as possible. In order to keep companies up and running, to save and create jobs and to build a new world. Where people can live in peace, environment is protected and the earth is perceived as everybody's home.
Leo de Boer (et al), Manager of Employers' Organisations VNO-NCW and MKB Nederland, developed a vision on how the future of employers' organisations can look like. DECP embraced these scenarios as possible development frames for employers' organisations in emerging countries. After all, now is the time to support each other. No mather where.
WORKING VISIT OF EAST AFRICAN EMPLOYERS’ ORGANISATIONS TO THE NETHERLANDS
For many years DECP has been cooperating with East African employers’ organisations. Country managers and experts have paid visits to Uganda, Kenya, Tanzania, Burundi, Malawi and Zambia on a regular basis, conducting workshops, trainings and advisory visits. Learning with each other and from each other can be stimulated by getting to know each other’s work environment better as well. DECP therefore decided to organise a study visit to the Netherlands. A high-level programme would allow the participants to get acquainted with the working methods of employers’ organisations, sector organisations, the Social Economic Council and more. The DECP staff finalized the last preparations just before the Christmas holiday in 2019 and was excited about welcoming their partners in early January. The study visit took place from 8 to 10 January.

2020 marks the start of a new decade. A decade full of challenges: new technologies, migration and climate change, to name a few… In this era, it is crucial that the voice of business is being heard.
ECOP, ready to accelerate!
Since 2017, DECP is cooperating with ECOP, the Employers Confederation of the Philippines. ECOP has six hundred seventy-five (675) members. This seems to be a lot. But in a country with over 100 million inhabitants and thousands of companies, ECOP wants to grow, even has to grow, to be accepted as the voice of business by all stakeholders! And ECOP faces a lot of challenges. The cooperation with DECP guarantees acceleration of ECOP’s growth. Mr. Jose Roland A. Moya, the general director, introduces ECOP.
About technical education: A best Dutch practice
A lot of employers’ organisations DECP is cooperating with, if not all, have to deal with serious challenges in the field of skills development. Companies develop fast, especially with regards to technology and ICT. They therefor experience a constant change in competence needs. Schools for vocational and technical education cannot keep up with this. Companies -represented by their employers’ organisation-, schools and government have to cooperate. A balance between the input of those stakeholders who, together, create dynamic education allows companies to find well qualified employees, allows employees to find jobs and stay employable and, finally, allows economy to grow. Often, partners ask DECP to present best practices. When exploring the Dutch educational landscape, we met Mr. Ferdinand van Kampen. An entrepreneur who was asked to run a school for technical vocational education.
CGECI Covering vital economic sectors
Since 2017, DECP is cooperating with CGECI. CGECI stands for Confédération Générale des Entreprises de Côte d’Ivoire. Which is French for employers’ organisation of Ivory Coast. But it stands for much more than that. CGECI really is the voice of business of the private sector in this fast growing sub-Saharan country. Fast growing? Yes, Ivory Coast demonstrates 7-9 % of economic growth yearly over the last eight years. Mr. Stéphane AKA-ANGHUI is the executive director. He shares some basic information with DECP and its partners which means an update compared to the figures we shared end 2018.
From monologue to dialogue
'Building bridges' was the slogan of the conference organized by Mondiaal FNV on Social Dialogue on Tuesday 8 October 2019. A lot of partners from The Netherlands and from abroad participated. Both representing employees and employers. Mr. Dirk Joosse, expert and trainer of DECP, guided a sucessful workshop on negotiation and bargaining. For further indepth reading we added his PowerPoint presentation 'From monologue to dialogue'.
Los empresarios también sufren de la economía informal
Muchos empresarios latinoamericanos sufren la competencia de empresas informales. No pagan impuestos ni contribuciones a la seguridad social y también ignoran la legislación laboral, lo que significa que pueden trabajar mucho más barato. DECP reúne a representantes de organizaciones empresariales sudamericanas y de la OCDE a finales de este año para encontrar soluciones.
Entrepreneurs also suffer from the informal economy
Many Latin American entrepreneurs suffer from competition from informal companies. These companies do not pay taxes or social security contributions and they also ignore labor laws, which means that they can work much more cheaply. Later this year, DECP will bring representatives of South American business organisations and the OECD together to come up with solutions.
Training on negotiation skills
DECP recently organized a workshop on negotiation skills in Kenya which was attended by participants from employers’ organisations majorly from East African. Two participants of FKE wrote a summary of their experiences.
Studying in The Netherlands
A team of master students of the Maastricht University has conducted research for DECP with regards to the experiences of students from emerging countries who studied in The Netherlands. How do they experience studying in The Netherlands? What are the main differences between Dutch universities and universities in their home country? Do alumni benefit from studying in The Netherlands when it comes to contributing to economic growth in their country of origin?

DECP's Exclusion Policy regarding IATI
DECP commits itself to the concept of Open Data of IATI. This is the International Aid Transparency Initiative, a global initiative to improve the transparency of development and humanitarian resources and their results for addressing poverty and crises.

Bolivian departments of Tarija and Sucre embrace social dialogue
Would it be possible to get employers and employees around the table in the departments of Tarija and Chuquisaca, as had happened before in the larger departments of Santa Cruz and Cochabamba? That was the big question when Roel Rotshuizen and Arnaldo Montero from CNV Internationaal and Sip Nieuwsma and Peter Boorsma from DECP travelled to Bolivia earlier this month. The Federación de Empresarios Privados de Tarija (FEPT), the regional employers' federation of Tarija, had already heard of the bipartite social dialogue in the other two cities. But for the central trade union Central Obrera Departamental (COD) the ideas were completely new.
40 years of negotiation training according to the Harvard method
The negotiation training offered by DECP in Vietnam, Peru and Indonesia has a long history. At the beginning of the 1980s, the Dutch employers’ association AWVN began these trainings, based on the so-called Harvard method.

In various Latin American countries, employers’ organisations and trade unions explore the possibilities to reach agreement amongst them, without the involvement of the government. In the Bolivian region of Santa Cruz, the discussion partners got off on the right foot.

Skills development in South East Asia. Employers' organisations take the lead
ECOP, the Employers’ Confederation of the Philippines, and chairman of ACE, organised a conference on the theme ‘Empowering people, prioritizing skills’ with support of DECP and ILO. This conference took place on Friday, April 20 in Manila.

2017 has been an exiting year. The DECP programme period 2014-2017 was evaluated by Berenschot Consultants and the national elections took place. The new programme was approved. Apart from that, operational activities continued. The DECP team invites you to read all about it.
Nigerian delegation visits the Netherlands
A major component of the activities of NECA (Nigeria) this year was a Study Tour, by major decision makers, of a country with an effective technical skills development scheme. DECP set up a programme. The Study Tour took place from 11 until 15 September.
